CTR means Click through rate, It is the number of paid clicks that your text ad receives divided by the number of ad impressions:-

Click Through Rate = clicks / impressions

Example :- CTR will be 10% = 10 Clicks on Ad / 100 Ad Impressions

Every single ad have its own CTRs that you can see in every campaign, If your ad is getting high CTR then it is a positive indication of user relevancy ( Which means that your ad text is relevant to users queries ). Low CTR indicates that your ad needs some improvement.
